With a major storm expected to hit New York State in the days ahead, it’s a good time to review this memo from PEF’s Contract Administration department about Article 12.13 of the 2019-2023 PEF/State Agreement that pertains to “Extraordinary Circumstances.”  As of this writing, Gov. Hochul has declared a State of Emergency.  She has NOT directed State employees to stay home, she has just encouraged people in general to stay off the roads.  That is not the same as a directive not to report to work, and therefore, non-essential employees who stay home and are not able to telecommute and/or do not have permission to work from home will have to charge accruals for the day.  We will continue to work with the Governor and her staff to ensure the safety of State employees this season as weather emergencies arise.  You can read the press release from the governor’s office, here.
